New Issue for NORA Event: PCBs - The Return of a Toxic Threat? 

Although the production of PCBs were banned by federal law (TSCA) more than 40 years ago, they keep coming back.  Odorless, colorless and hard to detect, PCBs have shown up with inexplicable frequency in recent years. NORA has learned about numerous PCB incidents in which the collector/recycler has had his trucks, equipment and/or tanks contaminated by PCBs from generators whose used oil contained high quantities of PCBs.

At NORA's Conference in Washington, D.C. we will examine this major problem.  Among the questions presented:

  • Are there any reliable assurances that generators can provide regarding the absence of PCBs in used oil?
  • Does the collector/recycler have to test for PCBs before the load of used oil is collected?
  • What is EPA doing, if anything, about finding the source of PCBs?
  • Is EPA prosecuting used oil collectors and recyclers and ignoring the generators of PCBs?
  • Which generators are most likely to be the source of PCBs?
  • What are the best procedures for avoiding widespread PCB contamination of a processor's trucks and facilities?
  • What are the required procedures under EPA's TSCA regulations for decontamination of trucks, equipment and tanks? 

Although there is no "magic bullet" solution to the PCB problem, NORA will present a comprehensive examination of this issue along with the best advice currently available.
